PROBLEM TO BE SOLVED: To provide an external heat insulating and ventilation exterior wall panel and an external heat insulating and ventilation exterior wall structure, which can surely prevent moisture in a vent layer between an external facing material and an external heat insulating material from intruding into a building.;SOLUTION: The external heat insulating material 5 composed of a board-like fibrouis heat insulating material is provided between a panel frame 3 and the external facing material 4; a vertically-elongated spacer 6 for forming the vent layer is provided between the external heat insulating material 5 and the external facing material 4 and on the lateral side of the external heat insulating material 5; and a waterproof material 9 for inhibiting the movement of water through a section between the lateral spacer 6 and the external heat insulating material 5 is interposed therebetween. Preferably, the waterproof material 9 is composed of a butyl rubbery adhesive tape material; and a screw 10, which makes the lateral spacer 6 and the external heat-insulating material 5 attached to the panel frame 3, passes through the butyl rubber-based tape material 9.;COPYRIGHT: (C)2009,JPO&INPIT
