PPROBLEM TO BE SOLVED: To provide a simulation device capable of easily obtaining a simulation result of a composite system comprising a plurality of modules (systems) with a simple configuration, and to provide an efficient development method using such a simulation device. PSOLUTION: The composite system comprises systems A and B. In simulation of the system A, one count is increased whenever a reference clock A as a reference of operation starts, a counter is used where two counts are increased whenever the output level of an A-B signal to be transferred between the systems A and B changes, and the change of the counter is stored. The system B is similar to the system A. The reference clocks A and B and the A-B signal are reproduced based on the change of the counter, the time axis of the reference clocks A and B can be aligned by aligning the time axis of the A-B signal, and the simulation results of the systems A and B can be combined.
