PPROBLEM TO BE SOLVED: To provide a technique capable of specifying what parts should be procured when products cannot be produced owing to part shortages and a demand plan cannot be satisfied. PSOLUTION: A requirement calculation part 131 of a countermeasure part calculation apparatus 100 calculates requirements that are the numbers of parts necessary to produce numbers of products satisfying demand specified by a demand plan, and specifies insufficient parts. A countermeasure part calculation part 132 arranges the insufficient parts such that the insufficient parts are prioritized for procurement in ascending order of difficulty specified by working man-hours to generate a countermeasure part list.
