PPROBLEM TO BE SOLVED: To provide a VEGI inhibiting neovascularization in cellular models and tumorigenesis in animal models, and to provide a method for using the same. PSOLUTION: An isolated nucleic acid molecule is provided, comprising a polynucleotide selected from the group consisting of (a) a polypeptide comprising amino acids 1 to 174 of a specific amino acid sequence, (b) a polypeptide comprising amino acids 23-174 of a specific amino acid sequence, (c) a polypeptide comprising amino acids 39-174 of a specific amino acid sequence, (d) a polynucleotide encoding fragments having neovascularization-inhibitory activity of the polynucleotide (a), respectively, (e) a polynucleotide hybridizable with the complement of a polypeptide having neovascularization-inhibitory activity, (f) a polynucleotide encoding the allelic form of the polynucleotide (a), and (g) the complementary strand of (a), (b), (c), (d), (e) or (f).
