PPROBLEM TO BE SOLVED: To provide a method and device for generating a performance evaluation model by incorporating time information in the model of a transaction level. PSOLUTION: The method for generating a performance evaluation model comprises executing a first simulation of the operation of a system at a transaction level between function modules by use of a first model of a function module described at the transaction level, recording a transaction occurring in the first simulation for each function module, obtaining the delay time of each function module relating to the transaction recorded by executing a second simulation of the circuit operation of the function module by use of the second model of the function module described at a hardware level, and assigning information showing the delay time to the first model of each function module for generating a third model of each function module.
