PROBLEM TO BE SOLVED: To provide a traffic signal controller, an arrival time point information generation device, a computer program and a traffic signal control method, allowing high-accuracy calculation of a vehicle profile, and allowing improvement of accuracy of signal control.;SOLUTION: A travel time calculation part 45 calculates a traveling required time between a time point when passing a stop line of a crossing and a time point when passing a spot wherein a vehicle sensor is installed as a travel time. In this case, the travel time calculation part 45 excludes the travel time of a vehicle traveling at a low speed or a vehicle having decelerated. A vehicle profile calculation part 46 calculates the vehicle profile based on a detection result of a passing vehicle in the vehicle sensor.
