PROBLEM TO BE SOLVED: To provide a punching apparatus and a punching method for punching a material excellent in fatigue characteristics.;SOLUTION: The punching apparatus 100 comprises a cylindrical punch 2, a pad 3 and a die 1 each having through-hole formed larger in diameter than the outer diameter of the punch 2, and a setting table 17 having a recessed part 51 for engaging and fixing the die 1 therein formed on the surface thereof. A metal plate 4 is held between the pad 3 and the die 1 and punched with the punch 2.
