PPROBLEM TO BE SOLVED: To provide an electrolyte membrane and an electrolyte membrane-catalyst layer assembly for a solid polymer fuel cell, which reduce a crossed leak by preparing a permeation restraining layer made of a scale-like material and a proton conductive material on at least one surface of the electrolyte membrane, and obtains deterioration restraining effects of power generation performance, and also to provide a fuel cell using the same electrolyte membrane-catalyst layer assembly, and a laminated body for forming a an electrolyte catalyst layer of a solid polymer fuel cell. PSOLUTION: The electrolyte membrane for a solid polymer fuel cell has: the electrolyte membrane 3' made of the proton conductive material A; and the permeation restraining layer 9 made of the proton conductive material B3 and a scale-like particle material 2 on the other surface, and the scale-like particle material 2 has membrane-productive characteristics based on self-organization.
