PROBLEM TO BE SOLVED: To prepare highly precise predictive traffic information in consideration of date type information, and to quickly predict traffic information by using the prepared predictive traffic information.;SOLUTION: Traffic information including gathered congestion information and traveling time information is stored (111), and date type identifier calendar information having a section to define a date type identifier to be uniquely decided according to any of basic date type information indicating the day of the week, weekday or holiday and season and the period of specific traffic conditions for every date when the traffic information has been collected and a section configured of information acquired by associating the date type identifier with the specific date is stored (101). Prediction traffic information corresponding to the date type identifier included in the date type identifier calendar information is calculated and generated based on the analytic result of the stored traffic information (102), and the generated predictive traffic information is stored in association with the date type identifier (104).
