PPROBLEM TO BE SOLVED: To provide carbon particle powder for a lithium-ion secondary battery anode material endowed with excellent charge discharge efficiency, charge discharge rate characteristics, and cycle characteristics, as well as its manufacturing method. PSOLUTION: The carbon particle powder has carbonaceous fine particle powder with an arithmetic mean particle size obtained by phase thermal decomposition of hydrocarbon of 1.0 m, a BET specific surface area of 150 mSP2/SP/g, and a DBP absorption volume of 250 cmSP3/SP/100g combined with carbide of a pitch, and the carbon particle powder for the lithium-ion secondary battery anode material has a volume criterion median diameter of 5 to 25 m, a BET specific surface area of 3 to 20 mSP2/SP/g, and a face interval d(002) of a (002) face of graphite crystallite of 0.3500 nm.
