PROBLEM TO BE SOLVED: To shorten the recovery period from a contact date of an accepting and ordering contract to acquirement of cash.;SOLUTION: A storage part stores accepting and ordering information for an accepting and ordering contract, dilution information for dilution of the accepting and ordering contract, and debt information for a debt with a debtor being an orderer and a creditor being an order receiver. A loan application acceptance part accepts an application shown by application information on condition that it is satisfied that at least the loan amount of a received loan application to the orderer is within a loan limit amount calculated based on the accepting and ordering information, the dilution information and the debt information. A loan information generation part generates loan information which instructs the loan of the loan application, transmits the generated loan information to a financial institution device. A debt application part applies registration of the debt of the amount of the loan application received by the loan application receiving part, which contains the orderer as the debtor and the order receiver as the creditor to a debt management device, and makes the storage part store debt information for the debt.;COPYRIGHT: (C)2009,JPO&INPIT
