PPROBLEM TO BE SOLVED: To provide a method for producing low-odor polyester-based flexible polyurethane foam which has excellent moldability, causes no scorching inside the foam, and hardly releases a volatile amine compound from a product, and to provide a catalyst composition used in the method. PSOLUTION: The polyester-based flexible polyurethane foam is produced by reacting a polyester polyol with a polyisocyanate in the presence of a catalyst composition, a foaming agent and a foam stabilizer. The catalyst composition includes one or more amine compounds selected from the group consisting of three specific kinds of compounds: a cyclic amine compound, a cyclic aminohydroxy compound, and a chain aminohydroxy compound.
