PPROBLEM TO BE SOLVED: To provide a soil surface modifying silicone composition which has an effect of inhibiting the germination of plants, has high safety of its noninfiltration and nonflowing into the underground through the soil sprayed therewith, and excels in workability, its manufacturing method, an applied product, and a soil modifying method. PSOLUTION: The soil surface modifying silicone composition comprises a liquid room temperature-curing polysiloxane (A) having condensation reactivity, a silicone oil (B), and a filler (C), and with respect to their content ratios, based on 100 pts.wt. room temperature-curing silicone rubber (A), that of the silicone oil (B) is 20-80 pts.wt. and that of the filler (C) is 1-5 pts.wt., and the viscosity at 25C of the composition is 50-2,000 mPa s.
