PPROBLEM TO BE SOLVED: To provide a speed commanding device and a speed commanding method achieved in both the vibration control and positional accuracy of a traveling vehicle. PSOLUTION: This speed commanding device comprises a reference speed deciding section 65 for deciding a reference speed Vref as a standard of a traveling speed and an intermediate target position as a terminal of a block wherein the reference speed Vref is applied in response to a traveling position of the traveling vehicle, a command speed computing section 66 for computing a command speed Vcmd to the traveling vehicle by reducing a specified frequency component from frequency components generated by a time series change of the decided reference speed Vref, and an intermediate target position correcting section 68 for correcting an intermediate target position decided according to a difference between the decided reference speed Vref and the computed command speed Vcmd.
