PROBLEM TO BE SOLVED: To achieve communication causing a user receiving a communication service to have a sense of security by limiting an opposite communication party when performing communication by use of a temporary number, without a basic contract number of the user being known by the opposite communication party.;SOLUTION: A user 10 receiving the communication service generates a group having a plurality of temporary numbers, and communication can be performed only in the group concerned using the temporary numbers. A group information management unit 30 manages a group ID and group information for managing the temporary numbers of users belonging to the group.
