PROBLEM TO BE SOLVED: To provide a means of uniformly adhering a noble metal stock or a noble metal plating material with a resin and furthermore improving the adhesive strength without deteriorating its electric characteristics and mechanical properties. ;SOLUTION: This surface treating agent is the one essentially consisting of a silane coupling agent, furthermore contg., as a solvent, water or an organic solvent and moreover contg., at need, a pH buffer and/or a surfactant.
