PPROBLEM TO BE SOLVED: To provide a device and a method of conflict arbitration capable of fully making use of characteristics of a physical device and flexibly responding to structural change of the physical device. PSOLUTION: A conflict arbitration device 1 is provided with a resource information storage part 14 which stores resource information, a device information storage part 18 which stores device information indicating correspondence relation between a logical device and a resource, a use resource recognition part 13 which recognizes the resource corresponding to the logical device, a resource access judgment part 15 which judges an application the use of which is allowed regarding the resource recognized by the use resource recognition means and a device access judgment part 16 which judges whether or not the application which specifies the logical device can use the physical device which realizes a function to be defined by the logical device based on a judgment result by the resource access judgment means.
