The plant has pumps (9) for pumping water in a basin, and installed on an underground channel of the basin, where the pumps are actuated by oscillatory bars carrying floaters (1). Ends of the bars are connected to the pumps by a piston. The floaters transmit vertical movements to the pumps for pumping the water. The bars are carried by a supporting beam (3), where the piston is immersed in the underground channel of the basin.
