The present invention is directed to the present invention relates to a system and method that proactively protects normal human cells against DNA damage by using gene therapy techniques to up-regulate the production of Tousled-like kinase 1B (TLK1B) protein. Expressed TLK1B protein protects host cells from DNA damage and thus can be used as a prophylactic to prevent chronic xerostomia resulting from cancer treatment with various genotoxic agents and subsequent salivary gland damage. Expression of TLK1B can also be implemented to protect lung, skin, and joint cartilage among other targets from other genotoxic agents such as airborne radioactive particles, ultraviolet radiation, and reactive oxidation species.
