The invention discloses a resource and admission control subsystem and a method for sending resource policy decision request message, which apply to the pull mode of the resource and admission control subsystem. The resource and admission control subsystem includes A-RACF module and SPDF module, and the A-RACF module includes a finding apparatus for service-based policy decision function module. The finding apparatus is used to find the target SPDF module of the resource policy decision request message base on the corresponding finding policy in case the A-RACF module interacts with multiple SPDF modules. The function of the A-RACF to find SPDF module is achieved and the A-RACF module can send the request to the appropriate SPDF module by adoption of the invention.
