A method for synthesizing a photocatalyst responding to visible lights is provided to improve performance of the photocatalyst largely, and to produce tungsten oxide particles having a small particle diameter and a high photocatalytic effect. A method for synthesizing a photocatalyst responding to visible lights includes a step of firing metal tungsten to synthesize tungsten oxide particles. The tungsten oxide particles have an average particle diameter ranging from 0.01 to 0.1 micron. The tungsten oxide particles are obtained by collecting tungsten oxide particle fumes sublimed by combustion. The tungsten oxide particles have a monoclinic crystal structure.
