The school zone, a speed limit, and a traffic safety information are displayed by the blink of the LEDs. The illumination sensor senses the illumination around the LED display panel. The controller controls the display of the LED display panel, and the blink of the LEDs, and the brightness of the LEDs by comparing illumination data with a predetermined illumination value.
