A system and a method for offering a subscriber PC management service are provided to set up a PC use control environment by discriminating each subscriber. A communication module(120) transceives data with a subscriber PC management service provider(400) through the Internet. A PC program use monitoring module(140) checks a program initializing execution in a subscriber PC and blocks the execution whether the program is registered in a subscriber controlled program list database(200). A packet data mirroring module(150) mirrors a packet when the packet is generated. A packet control module(160) modifies packet information to move to a customized information website. A management control module(110) manages and controls the modules according to a PC use policy control variable of each subscriber.
