An apparatus for forcibly inserting a flywheel rotor having a multilayer ring and a method therefor are provided to considerably reduce the machining error caused by the precise process for the boundary surface formed between rings by using a separate guide member. A certain penetration bore(d3) is formed in a jig member(400). A guide member(300) passes through the jig member. An oil-hydraulic press(500) applies the pressure on an upper part of the guide member. A control means(600) controls the driving of the oil-hydraulic press. An internal ring(200) having the second bore(d2) is arranged on an upper part of the guide member. The first bore(d1) of an outer ring(100) is gradually increased to a certain radius by the pressure. The guide member consists of an upper surface part(310), a lower surface part(320) and an inclined part(330). The oil-hydraulic press for providing the pressure to an upper part of the internal ring is formed on the upper part of the internal ring.
