The pump has a throttle segment (16) determining the emission rate of an active component from an active component area (10) from an outlet (10b). A blowing gas area (12) is separated into an oil reservoir (12a) with fixed volume and an operating chamber (12b) with variable volume. The throttle segment is arranged between the oil reservoir and the operating chamber. A check valve (18) is provided between the oil reservoir and the operating chamber. A locking unit locks the outlet during filling of the active component area via an inlet (10a). An independent claim is also included for a controller comprising a dispenser coil.
