The system has positioning devices positioning a number of mobile stations (3) within a mobile network in association to identification numbers, and identifying devices identifying traffic jam based on packages (6) of the positioned mobile stations. The positioning devices determines a position of the mobile stations within a cell (1) of the network based on information about stations e.g. intensity of signal, from an adjacent cell. The positioning and identifying devices are provided for comprehension of traffic structure of an observation area.
