The device (1) has an outer electrode (2) arranged opposite to an outer surface of a test object (O) e.g. test tube. An inner electrode (3) is inserted into an interior of the object and is arranged opposite to an inner surface of the object. The outer electrode is formed as a cathode and the inner electrode is formed as an anode. The outer electrode and the object are moved relative to each other. A direct current voltage potential is applied between the outer electrode and the inner electrode and potential difference between the electrodes is below a breakdown voltage of the object.
