The installation has measuring devices for respectively measuring advance speed and mass of wastes in a biological reactor stabilization type rotating tube (4). A mixing device mixes leachate and liquor from biofilters with liquid effluents for producing neutralized liquor. A trapping device traps dusts from air produced in the installation by dejection of the dust with water and production dust loaded liquor. A recycling unit resends the neutralized liquor and dust loaded liquor to a compaction case or tube by a humidifying device, where the resent liquor is controllable.
