The cartridge (19) has a tank (20) containing a source liquid oxygen compound i.e. hydrogen peroxide, that is decomposed, in the presence of a catalyst (28) e.g. metal, to form oxygen and water. A reaction chamber (21) containing the catalyst (28) is connected to the tank via an inlet (26). Another tank (22) contains a source hydrogen material that reacts in the presence of water to form hydrogen. A transfer unit is provided for selective transfer of water from the reaction chamber towards the tank (22). A pressurization system (24) pressurizes the source liquid oxygen compound. The source hydrogen material comprises a material selected from a group consisting of hydrides, lithium, sodium, potassium, lithium and aluminum based alloy, hydrogenated porous silicon. The transfer unit is formed by a water conducting membrane e.g. polymeric membrane or a nano-porous membrane formed by a material selected from a group consisting of polymers, ceramics, metals, graphite, silicon, the silicon carbide and glasses. The catalyst is selected from a group consisting of a metal, metalloid, oxide, metallic salt. An independent claim is also included for a fuel cell comprising an enclosure seal.
