The device has a ceramic coating layer, and a hemispherical microreservoir (30) e.g. microcavity, receiving a water-soluble active agent/medicine (36) that is in the form of solid, where the agent comprises a nitric oxide precursor agent such as L-arginine or L-lysine. A solid external biodegradable and biocompatible retention/protection layer (38) protects the active agent/medicine till an implantation site of a subject e.g. human. The layer comprises a biodegradable and biocompatible film forming agent and a biocompatible hydrophobic agent that controls a disintegration speed of the layer. The biodegradable and biocompatible film forming agent comprises polyalkyleneglycol constituted of polyethyleneglycol, polyvinylpyrrolidone and mixtures of polyalkyleneglycol and polyvinylpyrrolidone. The hydrophobic agent comprises dexamethasone or its derivatives such as dexamethasone acetate or dexamethasone phosphate.
