PROBLEM TO BE SOLVED: To collect either or both of the information showing generation of traffic congestion or/and the information not showing generation of the traffic congestion as needed.;SOLUTION: The apparatus obtains the information showing a present position of an own vehicle, obtains first traffic congestion degree information showing a traffic congestion degree of a road within a predetermined area in the vicinity of the present position through a communication apparatus of the own vehicle, obtains a traffic congestion generation rate of a road within the predetermined area based on the first traffic congestion degree information, obtains second traffic congestion degree information showing a traffic congestion degree of a road on which the own vehicle runs, based on a drive history of the own vehicle, transmits the second traffic congestion degree information to an external apparatus even in either case that the second traffic congestion degree information shows generation of a traffic congestion or the second traffic congestion degree does not show generation of a traffic congestion, if the traffic congestion generation rate is equal to or more than a predetermined generation rate determination value. Meanwhile, if the traffic congestion generation rate is equal to or more than a predetermined generation rate determination value, the apparatus does not transmit the second traffic congestion degree information to an external apparatus unless the second traffic congestion degree information shows the generation of a traffic congestion.;COPYRIGHT: (C)2011,JPO&INPIT
