PPROBLEM TO BE SOLVED: To provide a noise eliminator conducting wavelet shrinkage noise elimination by using a threshold function considering a visual property. PSOLUTION: A threshold function control-type wavelet shrinkage noise eliminator 1 includes: a means (3) for conducting two-dimensional (n)-step discrete wavelet decomposition to an image to be processed in the spatial direction; and the means (4) for relating the value of a lightness region in the image to each of decomposition components, to which the two-dimensional (n)-step discrete wavelet decomposition is conducted, by a generalized visual property. The threshold function control-type wavelet shrinkage noise eliminator 1 further includes: a means (5) for determining the threshold function to each decomposition component to which the value of the lightness region is related using predetermined noise-level data, wherein shrinkage processing of a two-dimensional (n)-step wavelet is executed according to the determined threshold function; and a means (6) for reconfiguring each two-dimensional (n)-step discrete wavelet component subjected to shrinkage processing.
