PROBLEM TO BE SOLVED: To solve problems such that since an existing solidifying material is mainly composed of portland cement and specifically is a cement solidifying material produced by adding small amounts of plaster and sulfate as accessory materials, exertion of the solidifying effects need to increase the amount of such solidifying material to be added to oil-contaminated soil, high organic volcanic ash, or the like, leading to higher cost, that low effects are exerted unless the solidifying material has high alkalinity since organic acid contained suppresses hydration reaction with cement, and that environmental load is high, since portland cement exhausts a large amount of carbon dioxide upon decomposition of limestone as a raw material and burning of coal or heavy oil, for example.;SOLUTION: A slug or the like that is a by-product of refining is used as a main material and an alkali metal compound and a small amount of cements are blended as accessory materials. Through blending of such alkali metal compound, the thus produced solidifying material has high alkalinity and exhausts no carbon dioxide. Furthermore, the solidifying material has sufficient strength against oil-contaminated soil, high organic volcanic ash, and oil-containing waste fluid. Moreover, early expression of such strength against oil-contaminated soil and high organic volcanic ash is achieved so that a cured product of the solidifying material allowing no elution of oil from oil-contaminated soil can be produced.;COPYRIGHT: (C)2010,JPO&INPIT
