PROBLEM TO BE SOLVED: To provide a cleaning agent for a circulative cooling water system capable of dissolving and eliminating manganese fouling and a manganese deposit in a filter and/or a cooling tower installed in the circulative cooling water system during operation without stopping operation of a steelmaking plant, and to provide a cleaning method.;SOLUTION: This cleaning agent for the circulative cooling water system in a steel making process is a cleaning agent which dissolves the manganese fouling and manganese deposit in the filter and/or cooling tower installed in the circulative cooling water system in the steel making process, wherein the cleaning agent includes phosphonic acid and/or its salts.
