PROBLEM TO BE SOLVED: To solve a contradiction by which a communication regulation is carried out regardless of an area, and especially to preferentially ensure a communication in a disaster area.;SOLUTION: A communication station control system includes: one or more base stations 12; and a base station controller 11 which controls these base stations 12. The base station controller 11 is constituted by providing: a CPU 110 which performs connection control to the base stations 12; a usage rate monitoring portion 116 which monitors an operation status of the CPU 110; and a call processing control section 118 which regulates communications in other areas other than a specific area by setting up a second regulation rate to be higher than a predetermined ground, while regulating the communication in the specific area by setting up a first regulation rate to the predetermined ground, when any operating insufficiency of the CPU 110 is detected.;COPYRIGHT: (C)2010,JPO&INPIT
