The present invention relates to a skin external preparation composition containing the same as an active ingredient and a method of manufacturing the kaempferol -3-O- rutinoside. In more detail, this method and the separation of kaempferol -3-O- rutinoside through hydrolysis to remove the sugar selectively using enzymes or microorganisms from kaempferol -3-O- rutinoside glycosides in plant extracts as an active ingredient, on the skin external preparation composition excellent in wrinkle improvement effect.
