PPROBLEM TO BE SOLVED: To provide a terminal fail-safe system and a terminal fail-safe method for preventing the runaway of a terminal performing control by a CPU, improving stability of the system by preventing the runaway of the terminal even with the continuation of unexpected malfunction caused by static electricity or the like of the terminal including the CPU. PSOLUTION: The terminal fail-safe system is provided with: a CPU notified of an exception detected owing to the occurrence of an unexpected obstacle in the terminal; and a means for setting for CPU basic setting at or near the head of a program when the CPU reads the program for carrying out exception processing, from a corresponding ROM according to the notification, and always repeating the CPU basic setting when the exception processing is repeated, to prevent the runaway.
