Next, a number of distributions determining means 4 determines the number of distributions of each of the ordering destinations according to a distribution ratio of each of the ordering destinations. Further, the number of arrangements determining means 5 selects the ordering destinations in the order of a higher priority, and sequentially determines an arrangement instruction date in an arrangements cycle interval within a planning period of the selected ordering destinations.
