PROBLEM TO BE SOLVED: To draw up an arrangement instruction plan in which the amount of arrangements is adjusted so as to come close to a determined distribution ratio as much as possible while satisfying a delivery condition for each ordering destination.;SOLUTION: A priority determining means 3 determines respective priorities of ordering destinations so as to give a higher priority to an ordering destination in which the total period of an arrangement cycle and a lead time is longer. Next, a number of distributions determining means 4 determines the number of distributions of each of the ordering destinations according to a distribution ratio of each of the ordering destinations. Further, the number of arrangements determining means 5 selects the ordering destinations in the order of a higher priority, and sequentially determines an arrangement instruction date in an arrangements cycle interval within a planning period of the selected ordering destinations.
