Then, the catalyst layers 3, 7 are heated at the temperature of 100-140C and the pressure of 210Pa or more in the atmosphere in which an oxygen below oxygen partial pressure or less exists for 0.2-6 hours, and heat treated oxygen pole catalyst layer 3a and fuel electrode catalyst layer 7a are manufactured.
