PPROBLEM TO BE SOLVED: To provide an image processing device, a noise eliminating method and a noise eliminating filter enabling area extraction of a moving object with high accuracy, in image processing for extracting the moving object area, by rejecting unnecessary varied pixels from a binarized image obtained by extracting the varied pixels from the difference between a past image and a present image. PSOLUTION: A diffusion filter 154 successively sets pixels of interest to each pixel excluding the outermost circumference of the above differential binary image. When there is a varied pixel in a pixel in the oblique direction adjacent to each set pixel of interest, diffusion filter processing is executed by using the pixel of interest as the varied pixel.
