PROBLEM TO BE SOLVED: To facilitate confirming intention of a creator of security policy.;SOLUTION: A policy normalizing means 110 normalizes the inputted security policy. If the security policy does not contain a required item, the item is complemented with a default value which is predetermined so that the security policy contains the required item. An operation model generating means 120 generates an operation model that represents operation of a network access control unit based on the normalized security policy. Here, the operation model generating means 120 generates an operation model represented by the data structure which does not depends on kinds of the network access control unit. A correction means 130 corrects the operation model according to the correction policy desired by a worker, and a setting information generation means 140 generates the setting information of the network access control unit from the operation model after correction.;COPYRIGHT: (C)2006,JPO&NCIPI
