A value of a specimen is defined so as to monotonically increase with respect to a time axis, and the value of the specimen is compared with a cost for taking a countermeasure by using a redundancy to determine the start timing of the redundancy. The start timing of the redundancy is thus adjusted, so that it is possible to reduce the period during which the countermeasure by using the redundancy is employed, thereby reducing cost. If the start timing of the countermeasure by using the redundancy is thus adjusted according to the invention, the countermeasure by using the redundancy is not always taken from the beginning of testing as shown in FIG. 2(b) but is started after, say, 19 months have passed as shown in FIG. 2(c). Accordingly, it is possible to prevent overinvestment (in this example, overinvestment of 18 months) as compared to the case in FIG. 2(b).
