A method and system for transmitting the notification message in Earthquake and Tsunami Warning System are disclosed by the present invention, after paging the terminals by the paging message comprising the indication information of the Earthquake and Tsunami Warning System ETWS message, a base station uses the primary notification message of the ETWS as the user data to perform the scheduling configuration in the sub-frame behind the sub-frame which the paging message is located in, and generates the control information including the ETWS ID and the resource information assigned for the ETWS primary notification message in the Downlink Shared Channel DL-SCH; the base station transmits the control information in the Physical Downlink Control Channel PDCCH, and transmits the ETWS primary notification message in the DL-SCH according to the control information; after receiving the paging message, the terminals detect the control information containing the ETWS ID identification by monitoring the PDCCH channel and perform analysis, obtains the resource information in the control information, and receives the ETWS primary notification message in the DL-SCH according to the resource information.
