PURPOSE: A surface burning burner for heating a radiant tube of an annealing furnace and the annealing furnace with the same are provided to supply heat of combustion to a surface of a combustion plate evenly and to form heating area of the radiant tube uniformly. CONSTITUTION: A surface burning burner for heating a radiant tube of an annealing furnace comprises a mixer(110), a combustor(120), a combustion gas distributor(130) and a combustion plate(140). The mixer is connected to a gas supply pipe(112) and an air supply pipe(113). The combustor is connected to one end of the mixer. The combustor comprises a receiving part and an opening(123). A plurality of holes(132) is formed on the combustion gas distributor. The combustion plate is piled on the combustion gas distributor. A burning area of the combustion plate is made of metal fiber(142).
