PURPOSE: A background scanning method for reducing time delay in a wireless telecommunications system and a system thereof for reducing a background scanning delay without the degradation of quality of a data service are provided to reduce a background scanning delay by transmitting a frame for measuring quality to a neighbor base station.;CONSTITUTION: A frame receiver(510) receives a candidate base station detection request frame. A receiving signal quality measurer(520) calculates the receive signal quality value. A response frame transmitter(530) transmits the candidate base station detection response frame to the serving base station.
