PURPOSE: A free of charge transportation card issuing system is provided to have customers for credit card with a free transportation card function by preventing duplication of credit card issuing. CONSTITUTION: A card issue terminal is connected through the interface unit(1205) to the card issuing server(1200). The interface offer part(1210) offers the user interface of the predetermined with coupling with the interface unit to the card issue terminal. The information receiving part(1215) receives the predetermined credit card issue application information. The availability authentication part(1220) confirms the validity toward the credit card issue of the free of charge traffic function. The inactive processing part(1235) deactivates the basic free of charge transportation card of client in the receipt point of time of the credit card.
