PURPOSE: An encoder, a decoder and the method using a super resolution are provided to create a high resolution frame by applying the super resolution to low resolution decryption algorithm frames and to multiply a encoding efficiency by encoding to use the high resolution frame as a reference frame.;CONSTITUTION: Storage stores a restored frame. A super resolution unit(103) applies a super resolution to the restored frame and creates a high resolution picture. An encoder(101) uses a high resolution picture as a reference frame and encodes an inputted image. The storage comprises a decoder(105) and a buffer(102) storing the restored frames.
