PURPOSE: A manufacturing method of solid fuel and the solid fuel thereby are provided to manufacture the solid fuel which is easily managed with good strength, and to increase a calorific value of the solid fuel by recycling waste.;CONSTITUTION: A manufacturing method of solid fuel includes the following steps: manufacturing a compound(10) including organic sludge cake 50 ~ 200 parts by weight, waste tire powder 0.1 ~ 50 parts by weight and sawdust 10 ~ 50 parts by weight; molding the compound to a semi solid-state molding body; and drying the molded body to a moisture content of 10 weigh% or less.
