PURPOSE: A spam management system and a management method thereof are provided to determine existence and nonexistence of spam tendency or phishing tendency about spam SMS(Short Message Service) message of a mobile communication terminal and a phishing call.;CONSTITUTION: A spam management system(10) comprises a reference signal receiving server(11) and a receive blocking server(19). The reference signal receiving server receives an inquiry request signal about a specific receiving number from mobile communication terminal(30). The receive blocking server inquires spam managed target registration about the specific receiving number corresponding to an inquiry request signal.
