PURPOSE: A system and a method for managing a policy are provided to establish the policy in which is applied an opinion of the contents receiver.;CONSTITUTION: A policy management server(200) collects the reaction information on the policy of plural content providing servers(300). The policy management server analyzes the collected response information. The policy management server transmits the analyzed response information to the corresponding contents providing server. The content providing servers create a new policy by using the response information analyzed result from the policy management server.
